After degrees in European Studies in Hamburg and Prague, Tomáš did his PhD at Charles University in Area Studies, focusing on the changing role of police and military forces in contemporary Europe. He worked as a Research Fellow at the Institute of International Relations in Prague and EUROPEUM Institute for European Policy.
Currently, he is Associate Professor and Head of European Studies Department at Charles University. His research focuses on small states in the European Union's foreign and security policy and the changes induced by the membership in the European Union at the national level. He is a member of the Scientific Council of the Ministry of Foreign Affairs of the Czech Republic and a member of the editorial board of the Czech Journal of International Relations. In 2018-2019, he is a Visiting Researcher at the Department of Politics and International Studies, University of Cambridge, and Visiting Fellow at Clare Hall.
